I uploaded a small model which I would like 4 prints of however the page does not register any discount for the extra prints. Are there no discounts given on Polypropylene or is this just a bug in the works?

Quantity discount applies to Polypropylene. At the same time there is minimum price for Polypropylene parts. Discounted price cannot be lower than minimum price.
You can make sure that quantity discount applies, if you change scale of your model to make price higher than minimum price.
