A small rectangular-shaped tube with very small holes

We are designing a small tube. The main-shape is rectangular 3mm (outside) with a wall thickness of 0.5mm. The minimum inside radius is 0.25mm.
The gas-connection to the outside has a round shape of 3mm with a wall thickness of 0.5mm.

In the top-surface of the rectangular shaped tube we want to have several hundred holes with a diameter of 0.3mm.

The total length is approx. 200mm and a width of 25mm. Height is 3mm as already mentioned.

The material we want to use is titanium, because we have to heat it uptill approx. 500 deg. celcius.

Can the powder easily be removed from the hollow structure?
How will the small holes look like?
What will the roughness of the tubing on the inside look like?

The design is quite complicated and we can not guarantee that no powder will remain.
It would be easier to check feasibility of the part if you could send us 3D file.
